Description

**City of Chicago OIG Digital Modernization: Unifying Brand and Ensuring WCAG Accessibility**
---------------------------------------------------------------------------------------------

The City of Chicago Office of Inspector General (OIG) needed to modernize its fragmented digital presence, including the main public portal and the anonymous O’Hare Tip Line. These sites lacked a cohesive brand identity, performed poorly on mobile devices, and did not meet current accessibility standards, limiting the OIG's ability to promote government integrity.

Clarity completed a full digital overhaul, redesigning and re-architecting all three interconnected websites using WordPress CMS. We established a consistent brand identity while ensuring each platform communicated its unique purpose. The new sites are fully responsive and fully WCAG AA-compliant. This transformation provides a secure, user-friendly platform that enhances public access, promotes government transparency, and empowers the OIG as an effective watchdog.

1 | Website Redesign and Modernization

### Enabling transparency for Chicago residents.

Clarity worked with the City of Chicago's Office of Inspector General to implement an information architecture that allows people to quickly navigate to the most important resources for them - whether that be the latest reports from the office or the means to file a citizen complaint. Clarity also worked with the OIG to enable a site search that includes searching within the site documents as well so that users can truly find what they need. Finally, Clarity worked with the OIG team to consolidate two distinct properties into one and then consistently brand both remaining properties to assist in establishing trust in the work of the office.

2 | Accessibility and Inclusive Design

OIG needs to have a website that is inclusive and informative for all City of Chicago residents. As part of the redesign effort, Clarity constructed a website that complies with WCAG 2.1 Level AA standards. The solution involved detailed technical implementation, including enforcing consistent color contrast, establishing proper semantic structure, and ensuring accurate ARIA labeling. This commitment to inclusive design resulted in a public platform that is not only robust and modern but also legally compliant and equitable, ensuring every resident can access key government oversight information and essential services regardless of their device or ability.

3 | Responsive Website for City Residents

OIG needed to ensure that the information on its website could be easily found, scanned, and absorbed by Chicago residents looking for the latest government oversight reporting.

Clarity solved this by developing and maintaining the website to be responsive across different screen sizes. The website layout shifts to optimally display the most important information even at the smallest screen sizes.
